The work gives an overview of the state of implementation of the legislation on health recovery plans in the Italian legal system. The working paper studies the legal issues of the repayment plans. The article reconstructs the evolution of the legislation. The article analyzes the legal problems of greatest interest: the reconstruction on the evolution of legislation and then the analysis of the issues of greatest interest. The study of this juridical institute allows us to understand the relevance of health recovery plans in the system of sources of law and in the relationship between the State and the Regions.
