Abstract:
The paper analyses normative measures which, produce
urban densification effects on the urban landscape,
although conceived for plural aims. It is interesting to
observe the evolution in the different regional contexts,
especially in Lombardy Region, which took place in two
different moments. The first one concerns the introduction
of the first regional law aimed at the recovery for habitation
purposes of the existing attics; in a second moment devoted
to the basement’s recovery. Furthermore, it is interesting to
investigate the specific regional declinations of the “Piano
Casa” referred to in Legislative Decree 112/2008, in the
articulation of regional application models. The controversial
effects of the introduction of the mentioned regulatory
resources are recognizable both in terms of building growth
by adding buildings to existing buildings (densification), and
as an increase in the intensity of use of the building heritage
through the uses variation (re-use, from appurtenant uses to
residence to main uses). The application of these measures,
and the debate arised about the practices generated as well
as the produced effects, has subsequently solicited efforts
by the regional legislators. The last efforts have the goal of
reconfiguring the specific regulatory instruments provided
by an organic vision expressed by “Governo del Territorio” or
“containment of land consumption and soil redevelopment/
urban regeneration”.
