The aim of this paper is to depict which is the cultural background of the concept of digital competence, trying to underline which are the differences between literacy and competence. In particular, we will try to unveil why to understand the idea of competence in its entirety, allows us to think of a labour organizational model which is more oriented to the development of the person.
