By Legislative Decree no. 150 and n. 151 of 2015 the placement of seafarers, already governed by the Decree of the President of the Republic No. 231 of 2006, was partly revised. The legislator's attention to this matter dates back to 1925 and since then numerous interventions have been made to regulate the specialty that connotes the relationship between the two souls of maritime labor. The matter is borne out by the delicacy of the relationship between the right of navigation and the common law, which is also stressed by the need to meet the safety requirements of navigation with the protection of workers beyond the place of performance of the service.With the recent intervention, the Italian legislator, who in 2013 also adopted the Maritime Labor Convention, intervenes on the decree of the President of the Republic no. 231 of 2006 governing the subject, with the aim of adapting it to the new active labor policies, public service employment

The text outlines the system desired by the legislator, focusing on the different figures conceived for the exercise of the job placement, and highlights some of the criticisms that emerged from the coordinated reading of the regulatory texts. The study also analyzes the communications system by innovating in some aspects, and by completing for others, a clarification and transparency path already initiated by the Italian legislator. The text concludes with a review of the sanction system that has been tightened up to combat the phenomenon of irregular recruitment in the maritime sector.
