In pre-modern Europe there was no "educational system of education and training", but a galaxy of "schools" differentiated in terms of time, place, manner, content and organization, established by a plurality of subjects to respond to specific requests for training of people. With modern Europe and with the advent of the nation-states this plural galaxy was ordered into an "educational system" that takes the form of a "centralized state school system", with a hierarchical structure that regulates goals, times, places, ways, contents and organization of each of its peripheral «offices». If this paradigm of nationalization could claim its emancipatory role in the historical period that led Italy to become a "nation", it has revealed all its weaknesses for over half a century. The central drift makes a rethinking more and more urgent: to ask the State no longer to manage with its central and peripheral administration the educational institutions that it has set up, but to entrust this management to the autonomy of the schools themselves. The educational system of education and training is, in fact, a civil, social, ethical, cultural and educational glue if, and only if, it is a concrete expression of the freedom and responsibility exercised by individuals and by the "social formations" that they generate , and not from administrative offices that regulate their action on the basis of rules and procedures which are by their nature abstract, standardized and bureaucratic.
