I primi segni di una crisi. Il piano di governo del territorio di Bergamo alla prova

The paper analyses the contents and documents that make up the new general variant to the Piano di governo del territorio that the Municipality of Bergamo, a city located in a context particularly affected by the first pandemic wave, has launched in 2019 (a few months before the pandemic). The survey that is presented
in the contribution aims to highlight the presence and influence that the concept of “health” is having in the definition of the framework of topics, strategies and actions that will characterize the new urban plan. Moreover, the results produced during the participation and sharing process activated by the Municipality (21 online meetings) with the inhabitants of the different districts of Bergamo have been considered. This
paper, in addition to understanding the practical application of the concept of health in the choices of the new Tmp, will try to highlight the direct and indirect correlations between the current health crisis and the competences of the municipal urban planning action.
