The paper analyses the principle of open competitive examination in the Italian legal system. After examining the main exceptions to the competitive model, the paper focuses on the most recent reforms, including those connected to the PNRR, finding that, despite some significant innovations, the objective of a comprehensive reform of the public recruitment system remains largely unachieved.
