The directive 2014/24/EU of 26 February 2014 on public procurement and repealing provide public procurement with more value than the principle of non-discrimination.
In the European directives and in the Italian Public Contracts Code, we can see a new way of interacting private, non-profit and contracting authorities, and regressing the primacy of the principles of market competition to other values. The social market economy can find more spaces. The problem for Italian order is the lack of knowledge and the lack of cultural preparation in the procurement for the new way of managing public procurement.
