Syllabus

Course Objectives

The course aims to examine the role of international organizations, the UN and the EU in primis, within the international governance, with particular reference, on the one hand, to the issues of international peace and security, and, on the other, to trade relations between nations, in a context marked by the progressive changing in the role of States, due to the advancing of emerging countries, and, at the same time, by the difficulties that international organizations face in their actions in the post-globalization era. In this perspective, the protection of human rights is closely intertwined with political-institutional and economic-trade governance mechanisms at both local and international levels.

Therefore, the course aims to combine the study of international cooperation with the mechanisms for the protection of fundamental rights and the development of trade relations in a context of crisis of the multilateral order based on the United Nations and the organizations that have arisen in its wake, now undermined by phenomena of instability and complexity, such as terrorism, the environmental crisis with the dangers arising from global warming and the spread of armed conflicts, to which are added protectionist tendencies, aimed at safeguarding the economy of individual States. A critical reexamination of global governance is thus needed, where the protagonists are no longer only the long-standing States but also emerging ones, which are increasingly joined by non-state actors.

Teaching Methods

Teaching method will consist of lectures, devoted to the study of the key concepts and normative framework that characterize international law and global governance, during which an active participation from the attendees will be encouraged. The reference textbook will be supported by further materials and readings in order to facilitate the understanding of the topics dealt with during the classes.


Assessment Methods

The final exam will be oral and will be held with a view to ascertaining, besides the knowledge of the topics of the course, that the student has developed sufficient analytical abilities. In particular, the oral examination is aimed at assessing the level of the preparation and the analytical and argumentative skills of the student.


Contents

The course addresses the study of international organizations that, on a global or regional level, contribute to the definition of the current system of international governance, their functioning, their interactions and the role of actors - including non-traditional ones - in a context of progressive erosion of national sovereignty in favor of a model designed to remove interstate coexistence from the threat of violence and aimed instead at protecting fundamental rights and the demands of emerging countries.

Particular attention will be paid to the attempts at global regulation being promoted by the European Union, also in the interest of and in collaboration with emerging countries.
