Syllabus

Course Objectives

The course aims at providing the relevant knowledge and skills for management and evaluation of project proposals and public policies with particular attention to the tools adopted by the main international agencies (particularly EU) and Non-Governmental Organizations. The principal learning outcomes will be to analyse the main tools and methods to plan, formulate, monitor, and evaluate project proposals and public policies. Students will be able to the analyse the stages of preparation and implementation of a development project, defining the aims, the role of the involved stakeholders, the decisions to make and the problems that may derive. They will also be able to implement monitoring and evaluation of policies especially with regard to problems and ex-post evaluation techniques.

Teaching Methods

The course is held in the form of formal lectures with interactive sections and debates.


Assessment Methods

For attending students; project (50% of the final mark) and final written test (50% of the final mark).

The project can be carried out in small teams.

For non-attending students: final written test.



Contents

1.Introduction to appraisal and evaluations. Main phases of a public policy and of a project.
2. Methodological tools: Project Cycle Management and Logical Framework Approach
3. Public policies: main aspects related to evaluation. Evaluation processes and approaches, ethical considerations.
4. Statistical method for policy evaluation. Causal inference and counterfactuals; Randomized Control Experiments; Quasi experiments
6. Case studies on the management and the development of projects.
