Syllabus

Course Objectives

The course aims to make students able to:


A) point out and investigate the social and juridical relevance of immigration issues;


B) recognize the most relevant features and contents of Italian immigration law and integration policy;


C) make their own ideas about the matter; under this regard attention will be paid to confrontation and interaction with class on the most current issues;


D) understanding and handling questions about immigrants’ legal status.


Course Prerequisites

None.


Teaching Methods

Lectures and discussion of cases. Debate will be encouraged and suggestions from students are welcomed.


Assessment Methods

Oral exam overall the syllabus (about 3 questions).


Answers will be evaluated having regard to:

- coherence between answer and question;

- exhaustiveness of the answer;

- property of language;

- clearness of the answer.


Score will be expressed in thirtieths.

Sufficiency is 18/30.

Contents

The discipline of immigration is an issue of central importance in today's legal and political debate. However, some essential coordinates are sometimes lost sight of, such as the criteria that ordinarily govern entry flows into Italian territory, the social implications and the complexity of immigration management.


The subject encompasses a range of regulations, from those governing humanitarian protection and emergency law (developed mainly from 2008), to those protecting immigrants' rights and social security.


The couse will deal with the following topics:


A) Basic notions:

- Immigration, emigration: a definition in a juridical perspective;

- Public policies, integration and immigration law;


B) Italian immigration law:

- Development of the Italian system of immigration law;

- Residence within the State territory;

- Asylum seekers and international protection;

- Foreigners’ citizens legal status;

- social rights/political rights;

- Becoming citizen.

In order to enhance dialogue and students’ participation in class, personal detailed studies on specific topics will be encouraged and evaluated during the final exam.


Attending class is highly recommended. According to subjects taught in class, a proper reference bibliography will be indicated by the teacher.

Non-attending students shall refer to the textbooks and reading lists.
