abstract:
The much proposed model of New Public Management seems to show significant deficiencies for the study of numerous aspects of Local Government, deficiencies that suggest a more adequate conceptual schema of analysis. We are concerned with the Network Approach that, moreover, focuses on the aspects of collaboration and government of the relations on the basis of which the Municipality functions. These elements influence in particular the analysis of the processes of definition and control of its strategy, leading to the examination of which characteristics it assumes within the aspects peculiar to the Network Approach. In fact, beyond the normative previsions concerned we consider that the idea of strategic management control finds full legitimacy also in the Local Government, but that it is necessary to attempt to identify which new peculiarities emerge in its constitutive, organizational, informational and process elements.
