Syllabus

Course Objectives

The course focuses on the analysis of Constitutional and European principles on right to health and of the Italian health system and is aimed at providing students with the basic knowledge to understand the characteristics and issues of this sector. Moreover, the course aims at giving students the competences to enable them to work in the health care field or in the social-health services, dealing with the public administration and the other actors operating in that area of activity.

Course Prerequisites

Prerequisites are published on the degree course web site section: “Piano di studio".

Teaching Methods

Lectures. During the course will be organized supplementary activities (tutorials with IT tools, research laboratories, seminars in small groups) and meetings for the study of specific issues.

Assessment Methods

Oral examination. During the course will be organized optional intermediate tests.

The oral exam evaluates according to the following criteria:
- knowledge of the contents of the program
- ability to relate the different legal institutions in an applicative key
- relevance and exhaustiveness of the answers
- argumentative and synthesis capacity
- property of language and clarity.

Contents

1. Health and the right to health: historical and constitutional profiles.
2. The right to health as a fundamental right and as a social right.
3. Voluntary and compulsory health assessments and treatment.
4. Informed consent.
5. Essential healthcare services.
6. The administrative organization of health:
- Distribution of legislative and administrative functions in the health sector.
- Health planning.
- Institutional subjects of the health service at a national level (the Ministry of Health, the National Health Council, the National Institute of Health, AIFA – the national authority for drugs regulation, the Agency for regional health services, etc.) and at regional ones (local health units (ASL), hospital units, etc.)
- Private health operators : the so-called “3A” system.
7. Integration of health and social care.
8. National health service staff, with particular reference to health system managers.
9. Legal and administrative protection of national health system users.
