Syllabus

Course Objectives

To provide an introduction to interpretative tools and methods for reconstructing the relationship between public administration and the individual citizen.

Course Prerequisites

Only those required by the degree program. Knowledge of the sources system and the principles and foundations of public law, is assumed.

Teaching Methods

The course will be taught through seminars and, therefore, attendance is highly recommended. Specifically, the course will introduce the necessary reconstructive elements needed for research. The judgements of various institutions will be analyzed through individual research (also with IT tools), e-learning and class discussion. During the course thematic study meetings will be organized, also for a comparative analysis.

Assessment Methods

The exam is written and oral. To be permitted to take the oral examination, it is first necessary to achieve 18/30 in a written questionary. The questionary consists of 30 multiple choice questions.
The final grade is the average of the marks obtained in the written questionary and oral exam.
For students who frequent the course, during the same, two optional intermediate tests will be organized, each consisting of 15 multiple choice questions. As an equivalent way of verifying the profit, the intermediate tests (passed with a score of at least 18/30 for each test) replaces the written test and allows access to the oral exam.

The test and the oral exam aim to evaluate the knowledge of the normative data, the contents of the program and the ability to connect the rules in applicative key. The oral exam also allows to evaluate the pertinence and completeness of the answers, the argumentative and synthesis capacity, the ownership of language and the clarity of exposition.

- Individuals’ legal situations and their vicissitudes
- administrative proceedings
- The proceeding’s conclusion: administrative measures and agreements
- Obligations of public administration and common law
- Principles of administrative justice: the evolution of the system.
There is also a compulsory special part. For the special part, bibliographic and jurisprudential references, as well as respective work instructions, are provided on the Moodle's web page.
