The essay analyzes the historical evolution of national public employment systems, also taking into account the methodological aspects of comparative public law. The comparison is conducted both diachronicly and synchronically. Particular attention is paid to the status of civil servants, public employment reforms, and the influence of European law on national public employment traditions.
