Biographical Details
Silvio Troilo was born in Bergamo in 1960 and, after being a student of the prestigious University College "Ghislieri" of Pavia, graduated in Law, with full marks and honours, at the University of Pavia in March 1985 (topic of the final dissertation was the structure of the executive in the United Kingdom, under the direction of Prof. Valerio Onida).
In 1987 he became a lawyer: he is currently enrolled in the special annex to the Law List of Bergamo for full time professors. He also held the position of “Giudice Conciliatore” (Mediator Judge) of Ponteranica from 1987 to 1990 and of “Difensore civico” (Ombudsman) of Almè and Villa d’Almè from 2004 to 2009. Between 1 December 2016 and 30 November 2022 he was a member of the Performance Evaluation Board (OIV) of the Council of the Region Lombardy, other than a member of the Board of Directors of the University of Bergamo, and between 2015 and 2025 he was a member of the Advisory Council for Economic Affairs of the Diocese of Bergamo.
Between 1997 and 2001 he was also called to carry out research and consultancy at the Italian Constitutional Court – as an assistant of the vice president Fernando Santosuosso – supporting analysis of cases subject to review by the Court.
Academic and Teaching Activity
After attending the PhD three-year course in Constitutional Law at the State University of Milan, in January 1989 he became “ricercatore universitario” (assistant professor) of “Istituzioni di diritto pubblico” (Public Law) at the Faculty of Economics of the University of Verona.
Since 31.12.2002 to 28.02.2018 he was “professore associato” (associate professor) of “Istituzioni di diritto pubblico” (Public Law), first at the Faculty of Economics and, since October 2004, at the Faculty (then Department) of Law of the University of Bergamo. Since 01.03.2018 he has been “professore ordinario” (full professor) of “Istituzioni di diritto pubblico” (now "Diritto costituzionale e pubblico", i.e. Constitutional and Public Law) at the same Department of Law.
He taught Public Law in the undergraduate degree course of “Operatore Giuridico d’Impresa” (Company Legal Expert), Constitutional Law in the undergraduate degree course of “Diritto per l'Impresa Nazionale e Internazionale” (National and International Business Law) and as co-teacher in the second level five-year degree course in Law for pupils of the Military Academy of the "Guardia di Finanza", Comparative Public Law and European Constitutional Law in the second level two-year degree course in Law (laurea specialistica in Giurisprudenza), Ecclesiastical Law, Regional Law and a part of Judiciary System and Legal Ethic in the second level five-year degree course in Law (laurea magistrale in Giurisprudenza), a part of Comparative Law in the second level two-year degree course (in cooperation with the Faculty of Human Sciences) of Human Rights and the Ethic of International Cooperation, Public Law in the undergraduate degree course of "Scienze politiche e strategie globali" (Political Science and Global Strategies).
He currently teaches both Constitutional Law and Regional Law in the second level five-year degree course in Law (laurea magistrale in “Giurisprudenza”), Public and Sports Law in the undergraduate degree course in "Scienze motorie e sportive" (Exercise and Sports Science), plus (as main teacher) Economics Public Law in the second level five-year degree course in Law for pupils of the Military Academy of the "Guardia di Finanza".
He has also lectured in Master courses (including "Environmental Law", in 2007/08, 2008/09, 2009/10, and "Law of Migration" from 2009/10 until now), specialization courses (including "Management of non-profit organizations and social planning" and, in English, "Marketing and management culture for trade relations between Italy and China") and courses of higher education, at the University of Bergamo and in other Italian universities, other than having taught at various European universities (Las Palmas de Gran Canaria, Murcia, EDC Paris-Courbevoie, Zaragoza, Huelva) within the exchange program "Teaching Staff Mobility".
He served on the Academic Board of the PhD in "Italian and European Constitutional Law" (based at the University of Verona), the PhD in "Public Law and Taxation Law in Europe" (based at the University of Bergamo), the PhD in "Business and Law - Institutions and Company: values, rules and social responsibility"(based at the University of Brescia), the PhD in "Business and Law - Institutions and Company"(based at the University of Bergamo), while he is currently a member of the Academic Board of the PhD in Legal Science (based at the University of Bergamo). In such doctorates he has played, and plays, also teaching and supervisory tasks of doctoral students.
Moreover he was for three years coordinator of studies of the second level degree course of "Human Rights and the Ethic of International Cooperation".
Since the birth of the Faculty of Law he has been in charge of international relations and has been the coordinator of the LLP-Erasmus exchange programs of the Faculty (now Department). Over the years he negotiated and concluded exchange programs "Erasmus" and "Teaching Staff Mobility" with several European Universities. Since 2009/10 to 2016/17 he was also a member (and then deputy director) of the Board of the Research Center on International cooperation of the University of Bergamo.
As part of the "third university mission", he is currently vice president of the Center for Environmental Ethics of Bergamo; he was a member of the public examination boards for qualifying to the profession of lawyer; he worked as a high-level training and update for judges, police officers, councillors and regional officials, and participated in parliamentary hearings; held and, not infrequently, organized several conferences on topics related to public and constitutional law.
Research
He carried and carries out research in the field of Constitutional, Public, Regional, Local and Comparative Law, on issues such as the operation of government, institutional and administrative reforms, regional and local administration, political representation, the “costitutionalization” of the European Union, fundamental rights and duties.
The results were reported in more than 130 essays (including 8 monographs or monographic essays); most of those that appeared in scientific reviews have been published in "class A" magazines.
Over the years he has participated in four different research projects of national interest (PRIN) financed by the Ministry of Education, as well as in an additional proyecto de investigaciòn of Spanish national interest: "The impact of the territorial division of the public authorities on the concept of political representation" (from 20.12.1998 to 09.01.2001); "Reproducibility and inapplicability of the representative model: a) representation of the interests at the local level; b) the representation of the not represented interests" (from 20.12.2000 to 15.01.2003); "Public health and discretion: organization, decision-making and judicial review" (from 20.11.2003 to 15.12.2005); "Language as a factor of social and political integration" (in the local unit of Milan Bicocca from 01.02.2013 to 01.02.2016); "The citizens' initiative linked to the referendum: functionality and possibilities of incorporation into the Spanish constitutional order" (in the local unit of Zaragoza from 01.09.2021 to 31.08.2024).
He is part of the Scientific Committee of the A-level journal "AmbienteDiritto", and is a member of several scientific societies of Italian and European constitutional and comparative law ("Associazione Italiana dei Costituzionalisti", "Gruppo di Pisa", "Devolution Club", "Réseau Académique sur la Charte Sociale Européenne et les Droits Sociaux - Academic Network on the European Social Charter and the Social Rights", where he is co-coordinator of the Italian section).
Biographical Details
